Does holding a major sporting or cultural event encourage or influence your perceptions of a city from a business location perspective?

The report talks about quality of life factors but what does this really mean? Are we talking about the environment in those cities, access to the countryside, a more relaxed working culture or government policies designed to place importance on family structures as in Sweden?
